After Sisi died-- she was assassinated at the age of 60 -- the palace was purchased from her estate by Kaiser Wilhelm II. He thought that Sisi's statue of Achilles, which depicted him pulling an arrow from his foot, was too depressing, so he had this huge bronze statue of Achilles created.
